Dean was born in 1955 and studied at Wolverhampton College, the Royal Academy Schools and Exeter University. As a young sculptor his work was bought by Sir Fredrick for his own garden. There are quite a few there in stone and concrete. The motifs are usually architectural. The Heraldic Lion and Shield, cast in concrete is set into the tympanum over the entrance to the house.
Dean lives in Cheshire.

The centre provides facilities for the elderly. Leah Manning served as a Labour MP for Epping (which included Harlow) 1945-50. Sir Fredrick Gibberd’s youngest daughter is portrayed in the relief.
